I have been sent this lengthy document titled Delegitimization of Israel: "Boycotts, Divestment and Sanctions". I'm posting the whole thing here but, be warned, I said it's lengthy and it has been suggested that it could be a double bluff intended more for the eyes of BDS advocates than BDS opponents. One of my correspondents also thought it read like a "protocols" type forgery. This isn't to say that it is a forgery or that it isn't to be taken seriously.
It was emailed to me and at the time of writing I could only find one source for it on the internet though it could now be picked up via the Just Peace UK list. The document purports to have been written by Dr Mitchell Bard and Professor Gil Troy, both of whom, if you follow the links, have form for Israel advocacy.
The link to the document traces back to the so-called Global Forum on Antisemitism which was hosted by the Israeli Foreign Ministry and chaired by the encumbent minister, Avigdor Lieberman. I think the document has come out of the last meeting rather than being a paper for the meeting but I don't know.

Delegitimization of Israel: "Boycotts, Divestment and Sanctions"
This position paper summarizes the discussions of the Working Group on Delegitimization at the 2009 Global Forum against Anti-Semitism. Our task was to generate specific action plans to respond to the BDS – boycott, divestment, sanctions – movement, to reframe the issues in our favor and to set a new proactive agenda. If there was one clear conclusion that emerged from the two-day session in December, it was THERE MUST BE FOLLOW UP. There is a need in the Jewish world today for more coordination, for more sharing of best practices, for more LEADERSHIP in the fight against anti-Semitism. Activists in the field feel alone. Those who succeed are not sharing their successful tactics and strategies; those who are less experienced flounder, wasting precious time, resources, goodwill. Everyone was honored and excited to participate in the Global Forum; no one wanted it to be limited to a two-day meeting, and many volunteered to keep the global conversation growing.

The Israeli government is doing all it can to prove that it is not interested in a final status agreement based on the 1967 borders (as demanded by the U.S. and the Palestinians). (...) In general, the decision-making body in Israel regarding building over the Green Line has become deliberately destructive, and adopted a policy of "ya'ani" (Arabic slang for something which only gives an appearance of reality, a kind of "as if"). (...) Sadly, (...) the Israeli government has "ya'ani" decided to freeze settlement construction, and "ya'ani" is seeking a permanent status agreement. The government has separately approved construction over the Green Line for schools, public buildings, 3,600 housing units, 110 housing units, 1,600 housing units, a synagogue and more. In everything connected to the settlers and settlements, the government has a "ya'ani" policy. Enforcement of the law in the territories is "ya'ani," except when it comes to transforming the West Bank into a Garden of Eden for settler law-breakers. The hilltop youth can set fire to mosques, fields, homes and cars, beat up Palestinian farmers and damage property and people, all thanks to the "ya'ani" policy of the Israeli government.

What's the big deal? Another 1,600 apartments for ultra-Orthodox Jews on occupied, stolen land? (...) The interior minister should not apologize for the "distress" he caused, but be proud of it. He is the government's true face. Who knows, perhaps thanks to him America will finally understand that nothing will happen unless it exerts real pressure on Israel. What would we do without Yishai? (...) Without preconditions, certainly without preconditions, Israel would have continued to build in the territories in the meantime - not 1,600 but 16,000 new apartments. The IDF would have continued arresting, imprisoning, humiliating and starving - all under the auspices of the peace talks, of course. Jerusalem forever. The right of return is out of the question, and so is Hamas. And onward to peace!

Nearly half of Israel's high school students do not believe that Israeli-Arabs are entitled to the same rights as Jews in Israel, according to the results of a new survey released yesterday. The same poll revealed that more than half the students would deny Arabs the right to be elected to the Knesset. The survey, which was administered to teenagers at various Israeli high schools, also found that close to half of all respondents - 48 percent - said that they would refuse orders to evacuate outposts and settlements in the Palestinian territories.

My Gen. Gadi Shamni – he was, until recently, the commander of this region, and from Jenin on, battalion after battalion, we allow them to train and come back into the area, equip them with equipment and let them bring weapons and so on. And they are changing the way that the West Bank is run. If you go, now, through Ramallah or Nablus or Kalkilya, you will find something that you never seen in years – many, probably more than a decade. The economy is growing very fast. Public order is very clear. They are gradually rebuilding both institutions and rules of the game. The Canadians are helping them with establishing a court system and some help on the prison system. And the security situation is much better.
